Why no banner
Under the ePrivacy rules, consent is required for storage that is not strictly necessary for a service you asked for. Remembering the theme you personally clicked, and keeping the owner signed in to their own admin, are both in that exempt category. Nothing here is used to profile, measure or advertise, so there is nothing a banner could usefully ask you.
How to remove it
Clearing site data for this domain in your browser removes all of it. Nothing breaks — the site simply follows your operating system's light or dark setting again.
